Congressman Cohen heard Elizabeth Edwards on the need for medical reform the law on bankruptcy

This morning, the House Judiciary Subcommittee on Commercial and Administrative Law (CAL), chaired by Congressman Steve Cohen (TN-9), heard from Elizabeth Edwards, a leading voice for health care reform. She testified on the pressing need for medical bankruptcy reform. More than 107000 Ninth District residents, nearly 17 percent of our population, have no access to health insurance. An even greater number dont have enough health insurance. These families are one medical crisis away from losing their homes, their savings, in debt and they just can not leave the fallen. The only remedy is the registration of medical bankruptcy. Last year more than 4300 components that terrible decision.

How to pay for health care of your pet.

I get about 10 veterinary journals to read every month. Sometimes when I read case studies about pets who have had a serious problem or disease, I say to myself, "I can only imagine what that must have cost the pet owner!" Dr. Barry Kipperman, an internist who practices at a 24 hour facility in California, says that he frequently hears pet owners say, "I had no idea it would ever cost this much to save my dog's life."

Pets Best Insurance reviewed its reimbursements over $500 and found that:

54% are for regular veterinary care

35% are for specialist care

11% are for emergency clinic care

This means that almost half of significant veterinary bills will occur outside your regular veterinarian's office. Many clients don't even think about having to visit anyone but their regular veterinarian, but odds are at some point you will have to take your pet to an after-hours emergency hospital. Most major cities have one or more emergency hospitals where pet owners can take their pets when their regular veterinarian is closed during evenings, weekends, and holidays. The emergency hospital's fees are likely to be higher than your regular veterinarian's fees because, by definition, most emergencies are potentially life-threatening and require intensive care.

Since the best methods for handling some problems and diseases require greater expertise or more advanced technology than your regular veterinarian may have - at some point you will also likely be referred to a specialist. For example, some invasive tumors are best managed by having a CT scan or MRI done in order to plan the surgical procedure and insure that all of the tumor is removed. Some complex medical problems are best handled by an internist who sees and manages these problems much more frequently than your regular veterinarian, and many times the pet should have 24 hour (around the clock) monitoring and treatment to have the best chance for a successful outcome. Because specialists have more advanced expertise and have access to more advanced technology, their fees are higher.

As a practicing veterinarian, I offer the following advice to pet owners about how they can be prepared to pay for their pet's healthcare:

1) Prevention - the best way to save money on your pet's healthcare is to prevent serious and/or life-threatening problems or diseases from occurring in the first place. Not all problems or diseases are preventable, but I'm saddened to say that many of the problems or diseases that I see week in and week out could have been easily and inexpensively prevented. My number one bit of advice to pet owners that has the potential to save them thousands of dollars and even save their pet's life is - anytime your pet is outside your house or fenced yard, have it on a leash. Also, develop a relationship with a veterinarian and follow his or her wellness protocols.

2) Pet Insurance - if you are self-insured (have thousands of dollars in your bank account or in discretionary income), you don't need insurance. However, many pet owners will benefit from purchasing pet insurance if they choose a company and policy wisely. I recommend getting a policy that will help you with the unexpected and big bills (those you can't afford), not necessarily the smaller bills you can afford to pay out-of-pocket. You can usually get a lower premium by doing so. I don't recommend getting a policy with wellness care benefits because usually this coverage isn't cost effective. You usually know what your annual/semi-annual wellness exam, vaccinations, dental prophy, heartworm and flea preventatives cost and can plan for them.

3) credit card and/or Emergency Fund (Savings Account) - even if you have pet insurance, you will still have to pay a deductible and co-pay and for any procedures that aren't covered by the policy. You will need either adequate savings or a credit line sufficient to allow you to pay your vet bill, file a claim and then receive a reimbursement check from the insurance company. A credit card allows you to do this and usually enough time to receive reimbursement from the insurance company before the credit card bill is due. You will also need funds to pay for your wellness (preventative) care out-of-pocket.

One credit card that works well for most pet owners is CareCredit. They offer several no-interest payment plans. Some of our clients use this card exclusively for their pet's healthcare needs. It is also accepted by both local emergency hospitals and a specialty hospital.

One question that comes up a lot is, "Which is better, a savings account or pet insurance?" In most situations the answer is both and not either/or. Those people who recommend a savings account over pet insurance don't live in the real world that I see every day as a veterinarian. Why? What happens if 2 months into your savings plan, your pet needs care that costs $5,000? Believe me, this happens and is why you purchase pet insurance and/or have a line of credit.

Using these 3 methods to save on your pet's healthcare expenses will keep you from being in a situation where your pet needs potentially life-saving and expensive treatment that you aren't prepared to pay for.

From tax to help small business owners.

Tax tips and tax help to assist taxpayers by describing options for tax reduction and tax cuts through lawful tax deductions.

Small business owners need all the tax help which is available. Tax deductions allow small business owners to keep more of what they earn. With a 35% marginal tax rate, the government is a silent partner who takes no risk and over one-third of the profits. Tax deductions are neither simple, straight forward, or intuitive. However, the effort to increase tax deductions is well worth the effort.

Tax Help Tip 1: Tax deductions reduce taxable income for small business owners but do not directly reduce federal income taxes. (Tax credits, such as low income housing investment tax credits, directly reduce federal income taxes) Both cash and non-cash tax deductions merit review.

Tax Help Tip 2: Cash disbursements can be expensed (used as a tax deduction in the current year) or depreciated (capitalized and depreciated or amortized over a period of years). Due to the judgment required to determine what should be capitalized, there is some discretion. For example, a local gang paints graffiti on a portion of the side of your building. You decide to repaint the entire side of the building instead of just the portion with graffiti. Is this a repair (can be used as a tax deduction) or should it be capitalized (and depreciated over time)? Some owners would elect to expense repainting the entire building. Business owners should seek counsel from their advisor regarding discretionary tax deductions.

Tax Help Tip 3: Real estate provides bountiful tax deductions for small business owners. Most real estate owners inadvertently understate depreciation and thus forego available tax deductions. The common practice is to simply separate land and long-life property (depreciated over 39 years for commercial property and 27.5 years for rental residential property). Real estate owners can typically increase depreciation by 50-100% in the first 5-7 years of ownership by utilizing cost segregation. Cost segregation can separate up to 130 items that can be depreciated over 5, 7, or 15 years (instead of 27.5-39 years). These short-life items typically comprise about 20-40% of the improvement cost basis. The increased depreciation increases tax deductions.

Cost segregation can be utilized for recently purchased or built properties and for properties owned for a period of years (1/1/87 or later). Long-term real estate owners can claim a one-time tax deduction windfall using catch-up depreciation.

Tax Help Tip 4: After a cost segregation study is prepared, the owner can "catch-up" previously under-reported depreciation (without filing any amended tax returns).

Tax Help Tip 5: Another source of "hidden" tax deductions is a careful review of your fixed asset schedule. Many fixed asset schedule include items which should have been expensed or which have been discarded (or should be thrown away). Misclassified items are another source of additional tax deduction. In some cases the depreciation life for an asset has been overstated through clerical error. A fixed asset audit typically generates meaningful tax deductions.

Other Tax Help Articles: Other non-cash sources of tax deductions are amortization, casualty losses, and charitable contributions, which are addressed in separate articles. Planning tax deductions requires a modest effort but the rewards are worth the effort. You work hard to serve your clients and earn a profit; don't give more than is legally required to your silent partner.

Senior Living at the Germantown Plantation

Secrets of Paddlewheel Cruises

For an unusual and distinctly American cruise experience, paddlewheel cruises can offer you a chance to see a different and slower side of the United States.

The paddlewheeler may sound as American as apple pie and it certainly conjures up thoughts of Mississippi gamblers, dance hall girls, and the American frontier. However, paddlewheel ships actually originated in China and can be found all over the world. Americans in the 19th century took the ancient concept of using a paddlewheel and made two improvements: they moved the wheel to the stern or back of the ship (ancient Chinese vessels had the wheel in the front) and they powered these new vessels with the steam engine.

You can book a paddlewheel cruise from a few different lines. Some of them also feature old-fashioned furnishings and a staff in period costumes. You may also be treated to some themed events during your cruise.

Paddleboats cruised the Mississippi in the 19th century, but most of these ships were working vessels. They carried merchandise as well as passengers up and down the river. Some of the best known ports on the route include St. Louis and Memphis, but the Mississippi runs as far north as Minneapolis and as far south as New Orleans, where it empties into the Gulf of Mexico.

Accommodations on these modern versions of paddlewheel cruises tend to go back to the style of the day when travel was more leisurely but also a bit grander. Expect stately touches on the ship and modern amenities along with antique furnishings. One does not grab a bite on a steamboat; it's more typical to dine. While paddlewheelers today do accommodate our modern preference for the casual lifestyle, this is about as far from the "barefoot" cruise as you can get.

In their day, the American steamboats frequently offered gambling, entertainment that for its day was considered racy, and music from a calliope. A calliope is a very loud, steam-operated instrument most frequently associated with the circus. You'll find them on some steamboat cruises today, along with lots of music in the evenings (the type depends a lot on the cruise you take).

Before the Civil War, many Southern plantations along the Mississippi were deliberately built on the river so that they could send their crops more easily to market. Cruising by paddlewheeler allows you to see some of these antebellum mansions the way they were meant to be viewed ... by a party approaching on the river.

Even many Southern cities on the Mississippi were built to be visited not by land but by waterway. The grand dame of all river cities in the United States remains New Orleans. Katrina notwithstanding, New Orleans is back. You can visit the French Quarter (which abuts the Mississippi River) and at least one major cruise line is using New Orleans again as a port.

Probably the best known line for this type of cruise vacation is Majestic America, which offers Mississippi River and other paddlewheel cruises ([http://www.majesticamericaline.com]).

Paddlewheels also are frequently used on shorter day trips. Brunch cruises, short sightseeing cruises, or even day-long cruises can be found all over the country (including in Orlando, a landlocked city). While this can be a great way to sample the experience of a steamboat trip without committing to a cruise, it's not going to be as true a steamboat experience as a multi-day journey on the river.

These smaller ships may seem old-fashioned, but they are actually more maneuverable than larger vessels. Captains typically have a bit more latitude in setting their course and itinerary, meaning that depending on the time of year and the river conditions, the captain may be able to travel to slightly different areas to get the best views of wildlife or other sites of interest.

Don't expect to find lots of passengers; a steamboat cruise will take only a few dozen to possibly a few hundred passengers on any one trip. This means that passengers on a steamboat cruise will get to know each other, interact with each other, and actually rediscover the pastime of conversation. While you won't find as many activities on a steamboat as on a large cruise ship (there won't be a miniature golf course, ice-skating rink, or rock wall), you will find more opportunities to get to know other people.

Since steamboats have always been known for their music, you can usually expect lots of rollicking evening entertainment, from jazz cruises on the Mississippi to other dance bands in the North. Steamboats may be nostalgic and stately but they aren't quiet, especially at night.

And while the Mississippi River cruise has to be the quintessential steamboat experience, you'll also find river cruises that go as far north as Minnesota, Pennsylvania, Washington state and even Alaska. The Alaskan cruises, in particular, boast that they can access ports and areas that are off-limits to the larger cruise ships.

Minivan Offset Impact Testing - Part 1

I was transferred to Minivan Operations in February 1991 after completing my work on the Dodge-Cummins diesel engine Ram pickup truck: links.veronicachapman.com I was added to the mailing list at the Insurance Institute for Highway Safety (IIHS) by then-director Brian O'Neill later that year. The issue of offset crash protection was the primary conversation between O'Neill and I during the four years I worked in Minivan Operations. In 1992 we (Chrysler) became aware that Ford's new minivan, code-named "WIN-88", was being developed with offset protection. I had extensive discussions about this competitive safety challenge prior to and during my later tenure as Chairman of the Chrysler Safety Leadership Team (SLT). In 1993 I funded minivan consumer focus group research to solicit their opinon regarding offset crash tesing and development. The consumer was UNANIMOUS, all wanted their vehicles to protect them in the offset crash mode. Altima Hybrid 2007, a part of Nissan.

Altima Hybrid's 20-gallon tank is estimated to accommodate a 700-mile drive.
